What is the main change in WhatsApp's pricing model introduced by Meta?
Meta changed the way WhatsApp conversations are charged. Previously, when a customer initiated an interaction, a 24-hour window would open, and subsequent messages were covered by the initial conversation fee. Now, charges will be applied per message sent. However, to mitigate the impact, starting October 1, 2026, Meta introduced an exemption for the first 1,000 messages exchanged each month in the Service category.
Which types of messages are eligible for an exemption?
To mitigate the financial impact of Meta's pricing changes and absorb unexpected traffic for businesses, Meta has granted:
An exemption for the first 1,000 Service messages exchanged during the month (customer service/support).
Conversations initiated through Click-to-WhatsApp ads, within the 72-hour window.
What happens if the customer's billing cycle does not coincide with the calendar month?
For customers with a prorated billing cycle (for example, from the 20th of one month to the 20th of the following month), the 1,000-message exemption is calculated and applied proportionally to the billing period. It is not cumulative. Therefore, any unused amount will not roll over to the following month.
Which platforms will have their usage reports updated and who will be affected?
At Zenvia, usage reports for Zenvia Customer Cloud, Zenvia Platform (legacy), and Zenvia Conversion will be enhanced. The update will apply to all customer profiles.
How much will Service messages cost?
The rate depends on the country. Meta is expected to publish the rates by country by September 1, 2026. Starting October 1, 2026, Service messages will be charged per message through the official API.
Will Utility templates be charged when the 24-hour window is open?
Yes. Starting October 1, 2026, a Utility template sent when the 24-hour customer service window is already open will be charged individually.
What is Meta Business Agent?
Meta Business Agent is Meta's native AI infrastructure. The platform was launched on July 1, 2026, and charging for its use began on August 1, 2026, based on a per-token model. The reported price is US$2.00 per 1 million tokens, with an estimated cost of 4 to 5 US cents per message processed by the feature.
How can I reduce the cost of Service messages?
Some measures include taking advantage of the free 72-hour Click-to-WhatsApp window, using WhatsApp Flows to collect information in a single submission, directing lower-value inquiries to other channels, and reviewing flows to eliminate unnecessary messages.
Will free WhatsApp Service messages come to an end?
Yes. Free Service messages (free-form replies within active windows) will no longer be free as of October 1, 2026. The main exception to the free-service policy maintained by Meta is the free 72-hour customer service window initiated through Click-to-WhatsApp ads.
Will the WhatsApp Business App (the free app) become paid?
No. The new pricing rules apply exclusively to businesses using the WhatsApp Business API (connected through partners/BSPs or via direct integration). The regular WhatsApp Business app installed on a mobile phone remains completely free.
Will Utility templates be charged even when the 24-hour window is open?
Yes. Starting October 1, 2026, any Utility template sent during an already-open 24-hour customer service window will no longer be free and will be charged individually per message.
How can I reduce the cost of Service messages under the new rules?
To optimize costs, combine channel intelligence with flow efficiency: take advantage of the free 72-hour Click-to-WhatsApp window, use WhatsApp Flows to collect multiple pieces of data in a single submission, prioritize WhatsApp for high-conversion/high-intent interactions. For recurring, lower-complexity inquiries, use Zenvia's omnichannel strategy to direct conversations to owned channels without per-message costs (such as website chatbots, apps, or web chats), and regularly audit your flows to eliminate unnecessary automated messages.
What is considered a "Service message" in the WhatsApp API?
Any free-form text message (non-template) sent by the business in response to a customer within a 24-hour customer service window activated by the user, provided it is not processed by Meta Business Agent.
Can WhatsApp API messages be billed in Brazilian Reais (BRL)?
Yes. Starting July 1, 2026, Meta enabled BRL billing localization for accounts in Brazil. Customers currently billed in US Dollars (USD) have until June 30, 2027, to migrate their WABA account currency to Brazilian Reais through the API or dashboard.
What changes for customers already using the WhatsApp API through Zenvia? Do I need to do anything?
The main change is the new cost structure starting in October 2026, when Service messages and Utility templates sent within an open window will be charged per message. In addition, customers billed in Brazil have until June 30, 2027, to migrate their account currency (WABA) from USD to BRL through the API or dashboard. We recommend auditing your flows to optimize message volume and contacting your Zenvia account manager for support with financial planning.
How can I estimate how much more I will pay starting in October 2026?
To estimate the financial impact, calculate the monthly volume of Service messages (free-form replies within an open 24-hour window) and Utility templates sent during active conversations. Since Service messages will have the same unit price as Utility templates by market, apply the rate for your region (final Service rates will be published by Meta by September 1, 2026). To quickly simulate the exact costs of your operation, use our WhatsApp cost calculator available on this page.
Does the charge come from Meta or Zenvia? How does it appear on the invoice?
Messages sent through the API (such as Service messages, templates, and conversations) will continue to be billed and intermediated by Zenvia. For eligible customers in Brazil, costs billed in local currency (BRL) will reflect the billing localization introduced in July 2026.
If I send a Marketing template and the customer does not reply, will I incur any additional cost starting in October 2026?
No. Marketing template messages will continue to be charged normally according to the template category, with no additional costs if there is no interaction. Service message charges are only triggered when the customer replies to the template and the business sends a message back to continue the conversation. If the customer only receives the message and does not reply, you will pay only for the Marketing message that was sent.
Is the Service message fee added to the template fee?
No. There is no accumulation within the same event. Costs are charged separately for each message sent:
Template message (Initiation): Charged according to the template category (Marketing, Utility, or Authentication).
Reply messages (Customer Service): Starting October 1, 2026, each message sent by your business or bot/AI back to the customer within the customer service window will be charged individually as a Service message.
I only use WhatsApp for occasional notifications or marketing campaigns. Will the new rules increase my bill?
If your operation does not involve message exchanges and inbound customer service after the campaigns, there should be no impact on your campaigns. The new charges specifically apply to Service messages (replies sent in active conversations) and Utility templates sent during already-open windows.
Why might my final invoice differ from my fixed monthly plan fee?
Zenvia's monthly invoice consists of two main structures:
Fixed Software Plan Fee (Zenvia Customer Cloud): Refers to the platform subscription, user licenses, and contracted modules.
Variable Channel Usage (Message Traffic): Refers to the total volume of messages sent through channels such as SMS, WhatsApp, Email, RCS, etc. Within WhatsApp, this includes messages sent through templates and messages sent through the official WhatsApp API during the period, billed according to actual usage and the rates in effect as established by Meta.
What strategies can I adopt at Zenvia to prevent costs from increasing starting in October 2026?
To neutralize or reduce the impact of the new pricing model, Zenvia offers the following operational efficiency and omnichannel strategies:
Webchat Handoff: Start the conversation on WhatsApp and direct longer interactions to your website's Webchat. The conversation continues without variable per-message costs.
Free 72-hour Window (Click-to-WhatsApp): Use Click-to-WhatsApp ads to open 72-hour customer service windows that are fully exempt from Service message charges.
WhatsApp Flows: Use native WhatsApp Flows forms to collect multiple pieces of information (such as confirmations and registrations) in a single submission, avoiding excessive message exchanges.
WhatsApp Calling: For complex interactions requiring more than 10 to 12 message exchanges, move the conversation to a voice call within WhatsApp. WhatsApp Calling is charged per minute.
Zenvia AI Agents (Generative AI): Instead of long, mechanical bot triage ("What is your name?", "What is your ID number?"), use AI agents that understand context and resolve questions in a single, direct, concise response, reducing the total number of messages exchanged.
